Terms and Conditions

These Terms and Conditions (“Terms”) govern your access to and use of the website located at targetshootingsolutions.com, the Target Shooting Solutions retail store and indoor shooting range, training programs, and any related services (collectively, the “Services”) operated by Liberty Shooting Range LLC, doing business as Target Shooting Solutions (“TSS,” “we,” “us,” or “our”).

By accessing our website, purchasing products, using our range, enrolling in a class, or otherwise using our Services, you agree to be bound by these Terms. If you do not agree, do not use our Services.

1. Eligibility

You must be at least 18 years old to purchase a long gun or ammunition for a long gun, and at least 21 years old to purchase a handgun or ammunition for a handgun, consistent with federal law. You must also meet all applicable federal, state, and local requirements to lawfully possess a firearm. Minors may use the range only when accompanied by a parent or legal guardian and in compliance with our range rules.

By using our Services, you represent and warrant that you are not prohibited by law from purchasing or possessing firearms or ammunition.

2. Firearm Sales and Transfers

All firearm sales are subject to federal, state, and local laws. All sales and transfers require:

• Completion of ATF Form 4473
• A successful background check through the Pennsylvania Instant Check System (PICS) or the National Instant Criminal Background Check System (NICS)
• A valid government-issued photo ID and proof of residency where required
• For handguns, you must be a Pennsylvania resident at the time of transfer, or the transfer must be completed through an FFL dealer in your state of residence

Online firearm purchases must be shipped to a licensed FFL dealer in your state of residence for transfer. You are responsible for confirming the receiving FFL will accept the transfer and for any associated transfer fees.

We reserve the right to refuse or cancel any sale at our sole discretion, including if we cannot verify your eligibility or if we determine the transaction is unlawful or unsafe.

3. Returns, Refunds, and Cancellations

Firearms. Once a firearm has been transferred via ATF Form 4473, it is legally considered a used firearm and is not eligible for return or refund. All firearm sales are final upon transfer. If you have a defect or warranty issue, contact the manufacturer directly.

Ammunition. All ammunition sales are final. We do not accept returns of ammunition for safety reasons.

Accessories and non-firearm merchandise. Unused, unopened items in original packaging may be returned within 14 days of purchase with a receipt for a refund or exchange. Items showing wear, damage, or modification are not eligible.

Range time and memberships. Range time and membership fees are non-refundable.

Training and classes. Private lessons may be rescheduled or refunded if cancelled by the student at least 24 hours in advance via email to the assigned instructor. Group classes may be rescheduled by TSS if minimum enrollment is not met. No-shows forfeit the class fee.

We reserve the right to refuse a return that does not meet these conditions.

4. Range Use and Safety

Use of the range requires:

• A signed and current liability waiver
• Valid government-issued photo ID
• Completion of the range safety briefing
• Compliance with all posted range rules and the directions of range safety officers

All firearms entering the building must be cased and unloaded. Eye and ear protection are required at all times in the range area. We operate a zero-tolerance policy on alcohol and drugs. Anyone observed under the influence will be removed and may be permanently banned from the property.

Any shots striking surfaces other than the paper target may result in immediate removal from the range, and the shooter may be held financially responsible for damage. TSS is not responsible for damage to or loss of personal equipment used at the range.

Range safety officers have final authority on the range. Failure to follow safety rules or instructions is grounds for removal without refund and may result in suspension or termination of range privileges.

5. Training and Classes

Training programs are conducted by qualified instructors. Course content, schedules, and pricing are subject to change. Classes may be cancelled or rescheduled if minimum enrollment is not met. Students are responsible for arriving on time with all required equipment as specified at registration.

Completion of a course does not constitute a license, permit, or certification beyond what is expressly stated in the course materials. Concealed carry classes and other certifications are subject to the requirements of the issuing authority in your state.

6. Memberships

Membership terms, benefits, dues, and renewal policies are described in the membership agreement provided at the time of enrollment. Memberships are non-transferable and non-refundable. TSS reserves the right to suspend or terminate any membership for violation of these Terms, range rules, or applicable law.

7. Pricing, Payment, and Taxes

All prices are in U.S. dollars and are subject to change without notice. We accept the payment methods listed at checkout. You are responsible for all applicable taxes, transfer fees, shipping charges, and background check fees.

We use a PCI DSS compliant payment processor. We do not store full payment card numbers on our systems.

8. Shipping

We ship firearms only to licensed FFL dealers in the buyer’s state of residence. Non-firearm merchandise may be shipped to standard addresses within the United States. We are not responsible for delays caused by carriers, FFL dealers, weather, or other circumstances outside our control.

9. Intellectual Property

All content on our website, including text, images, logos, video, and software, is the property of Liberty Shooting Range LLC or our licensors and is protected by United States and international copyright and trademark laws. You may not copy, reproduce, distribute, or create derivative works without our prior written consent.

10. Prohibited Conduct

You agree not to:

• Use our Services to violate any law or regulation
• Misrepresent your identity, age, eligibility, or residency
• Interfere with the security, operation, or integrity of our website or systems
• Resell firearms or ammunition purchased from us without complying with all applicable laws
• Use the range or training facility in an unsafe or disruptive manner

We reserve the right to refuse service, terminate accounts, and ban individuals from our property for violation of these Terms or for conduct that we determine, in our sole discretion, to be unsafe, unlawful, or harmful to other customers, staff, or the business.

11. Disclaimers

Our website and Services are provided on an “as is” and “as available” basis. To the fullest extent permitted by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.

Firearms, ammunition, and shooting sports involve inherent risks. By using our range or participating in training, you acknowledge those risks and accept full responsibility for your own safety and conduct.

Information on our website is provided for general informational purposes and does not constitute legal, safety, or instructional advice. Always follow the safety rules in effect at the range and the instructions of range safety officers and instructors.

12. Limitation of Liability

To the fullest extent permitted by law, Liberty Shooting Range LLC, its members, officers, employees, instructors, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or related to your use of our Services, even if we have been advised of the possibility of such damages. Our total liability for any claim arising from these Terms or your use of our Services shall not exceed the amount you paid us in the twelve months preceding the claim.

Nothing in these Terms limits liability that cannot be limited under applicable law.

13. Indemnification

You agree to indemnify, defend, and hold harmless Liberty Shooting Range LLC and its members, officers, employees, instructors, and agents from any claims, damages, losses, liabilities, and expenses (including reasonable attorneys’ fees) arising out of or related to your violation of these Terms, your use of our Services, or your violation of any law or the rights of any third party.

14. Governing Law and Dispute Resolution

These Terms are governed by the laws of the Commonwealth of Pennsylvania, without regard to conflict of laws principles. Any dispute arising out of or related to these Terms or your use of our Services shall be brought exclusively in the state or federal courts located in Chester County, Pennsylvania, and you consent to the personal jurisdiction of those courts.

15. Changes to These Terms

We may update these Terms from time to time. When we do, we will post the updated Terms on this page and revise the “Last Updated” date above. Continued use of our Services after changes are posted constitutes acceptance of the updated Terms.

16. Severability

If any provision of these Terms is found to be unenforceable, the remaining provisions will remain in full force and effect.
